 | Cost of Doing Business "Costs of Doing Business in Uzbekistan" is a joint product of UNDP, the Chamber of Commerce and Industry and the Ministry for Foreign Economic Relations, Investments and Trade aimed at supporting business activity in Uzbekistan. Initiated within "Business Forum of Uzbekistan" and "Support to External Economic Policy" Projects, the publication is intended to provide assistance to foreign and national business representatives in conducting preliminary assessment of major costs associated with starting up and doing business in Uzbekistan.

is complicated for countries in transition. These societies, in contrast to
many developing countries, have had to address the problems of collapsing educational
and healthcare systems at a time when public resources are limited. Changes
from planned to market economies may take place faster than corresponding changes
in the attitudes and values of individuals. This in turn makes maintaining the
momentum of reforms more challenging, especially when over the short-term living
conditions show little or even negative growth. In the NHDR 1999 the process of human development over
the past eight years is explored in more detail taking into consideration the

economic, social and democratic reforms in the period of transition to a
market economy. State policy in Uzbekistan is strongly socially oriented.
Social policies are being implemented throughout the country today with
programmes on gas and drinking water supply; development of rural
infrastructure; development of small and medium businesses; aid to poor
families and large families; training programmes in education, health, law,

concept; it is easier to recognize it by its absence than to define. Lack of social cohesion reveals itself in
increased social tension, crime, minority emigration, and ultimately in civil strife. All these impact
negatively on human development. Positive social cohesion can be described the invisible glue that
keeps society together even in difficult, stressful times, such as the process of independence which
Uzbekistan is going through at present. Social cohesion may be derived from a feeling of belonging to a
larger social group. The feeling that one has more in common with one's fellow citizens than not seems to
help people live in peace and work positively to find solutions. This element of basic good will may be

relationships between economic growth and human development. To do this, it assesses the
conduct of market reforms which contribute to human development; identifies problems and
challenges in the rural areas; outlines the emerging issues of habitat discusses the reforms
required to strengthen the social infrastructure of health and education; and analyses poverty and
its different dimensions.
The Report represents an attempt to initiate dialogue and discussion on these key issues, as such
it is considered as only the beginning and serves as an invitation to more thorough discussions
