Analytical reports on e-Governance in Uzbekistan

The analytic reports were developed by the International Consultant Mr. Yuri Misnikov (Belarus), who was recruited by UNDP Local Governance Support Project to share his expertise in e-Government and provide policy advice on strengthening the ongoing reforms in e-Governance development system in state administration of Uzbekistan. The Reports include the 1) assessment of e-governance system of Uzbekistan, 2) outcomes of the field trip mission to Tashkent and Djizak to review current state of e-services, e-document flow management infrastructure, and finally 3) recommendations on transition to paperless document management system in local governments and creating enabling framework in the policy level with technical standards. read more

Effective employment policies: ensuring employment opportunities for women

Gender equality in the labour market and in employment assumes equal access of both women and men to all opportunities provided by the market (remunerative work in general, all kinds of activities, various work places, etc.). Despite positive changes in promoting equality between women and men achieved during Uzbekistan`s independence, ensuring gender equality in the country`s labour market continues to remain among the issues to be addressed. According to the State Committee of the Republic of Uzbekistan on Statistics, women`s participation in the labour market is lower: the level of their economic activity is 8.3 percentage points less than the corresponding indicator for men and the employment rate is 9.1 p.p. lower than men`s. Women make more than half of the registered unemployed. There is high gender segregation in employment across sectors of economy and professions. The goal of this policy paper is to analyze the existing position of women and men in employment, define and analyze key causes of gender differentiation in the country`s labor market and develop recommendations on increasing the effectiveness of the state employment policy to ensure full realization of labour potential of women. read more

Global Parliamentary Report

The United Nations Development Programme (UNDP) and the Inter-Parliamentary Union are proud to present this first ever Global Parliamentary Report. It focuses on the relationship between parliaments and citizens. The report is the result of extensive research, drawing on interviews with parliamentarians, and on inputs provided by parlia¬ments. The report’s findings highlight the diversity of parliamentary systems, reflecting countries’ different historical and political contexts. UNDP is grateful to all the parliamentarians, parliamentary staff, experts, and other individuals who supported the research process. The report has been translated into Russian, with the active assistance of the UNDP Uzbekistan "Parliamentary Development Assistance" project and will be distributed to the members of parliament of Uzbekistan. read more

Guidelines on the workings of the regional, district and city Councils of Deputies

The practical manual is prepared based on legislation that regulates the activities of regional, district and city Councils of deputies. There are practical recommendations to local deputies in order to improve and further the implementation of their power in socio-economic development in certain regions.
