	Analytical reports on e-Governance in Uzbekistan The analytic reports were developed by the International Consultant Mr. Yuri Misnikov (Belarus), who was recruited by UNDP Local Governance Support Project to share his expertise in e-Government and provide policy advice on strengthening the ongoing reforms in e-Governance development system in state administration of Uzbekistan. 	Measures to Reduce the Level of Subventions to Local Budgets Analytical report Measures to Reduce the Level of Subventions to Local Budgets: Interagency analyzes of the basic mechanism of intergovernmental relations and subventions in close connection with the financing mechanism of the social sphere and the long-term fiscal sustainability. Based on the analysis the following recommendations have been proposed: 1) the adoption and implementation of strategies to increase the income of the region. These strategies should be comprehensive and cover the material and market infrastructure, energy efficiency, decentralized economy, flexible development of agriculture, etc. For the successful implementation of these strategies a system of incentives and institutional framework of interaction between local authorities and central agencies has been introduced. 2) planning and allocation of funds for social benefits at the national and regional level with mahallas, because they are better aware about the issues of economic disadvantages of the population in the fields. 	Can your house withstand the earthquake?" In collaboration with local architects the project on reviewed local construction practices of individual house builders. Based on the analysis two Practical Guidelines for house owners on seismic safe construction were developed. First practical guidelines will provide with tips on how to evaluate and take practical steps to strengthen it with minimal expenses through the publication "Can your house withstand the earthquake?" and the practical guidelines "How to build a seismic safe house?" will provide with hands-on guidelines on seismic safe construction.
