Statistical Capacity Building for MDG Monitoring and Reporting
Background
The Government of Uzbekistan is committed to incorporating the Millennium Development Goals (MDGs) into national development strategies. Furthermore, within the framework of the Living Standards Strategy and Poverty Reduction Strategy Process (PRSP), the government in collaboration with UNDP took important steps in nationalizing MDGs to the Uzbek context. It has contributed to identifying a set of national goals, targets and time-bound indicators.
To ensure sucessful montoring and reporting of progress towards the achievement of the nationalized MDGs and targets, it is essential to support the government in producing and disseminating regular and reliable statistical information. The government realized the need for strengthening the capacity of its statistical institutions, thus calling for an increased support of international donor community. UNDP responded to the request for capacity development by launching this project.
Objectives
To make MDG-related data more accessible, by developing a database and by ensuring the production of qualitative data that is tailored to the needs of the policy-makers, business people, civil society as well as general population. In particular, it assists the government in the following areas:
- establishment of database;
- development of monitoring and reporting system;
- policy research support; and
- public awareness
Achievements & expected results
Expected results from the project include the followings:
- The statistical basis of human development, poverty analysis and MDGs reports at the country level to be formulated and strengthened through improving the quality of, developing and adopting new methodologies;
- Monitoring systems and good practices in generating MDG and PRSP indicators reviewed and evaluated;
- Increased public awareness and knowledge on both global and national MDGs;
- Improved analytical skills of government officials in sourcing, compiling and analysing MDG data, through special training courses and seminars.
As main results of project activities in 2006, it was able to fullfill the followings:
- A training workshop on the conceptual and methodological issues of developing MDG indicators cunducted. During the workshop preliminary matrix of nationalized MDGs has been developed to assist national and local government agencies in determination of key policy directions and solutions in the area of effective services delivery for the poor;
- Five thematic working groups (TWG) which are cornerstone research groups of the project established and respective Focal Points are appointed;
- Several consultative workshops and round tables of TWGs and other partner government organization, as well as international organization have been conducted. Experts of TWGs developed the draft of national MDGs statistical monitoring report 2006 and statistical annexes of this report;
- Several consultative workshops and round tables of TWGs and other partner government organization, as well as international organization have been conducted;
- Statistical Data Query System available at www.statistics.uz created. This web-resource is intended to provide public access to regularly updating statistical information on social and economic conditions in Uzbekistan gathered from national and international sources, including government agencies, international organizations and other public institutions;
- Two statistical bulletins on “Environmental situation and utilization of natural resources in Uzbekistan: facts and figures” and “Healthcare in Uzbekistan: facts and figures” are published and widely disseminated among stakeholders, ministries, oblast khokimiyats, research centers, think tanks, as well as NGOs and other interested parties;
