Development of Capacities of the National Human Rights Institutions in Uzbekistan
Background
Over the last decade, the Government of Uzbekistan has progressively established of institutional structures for the promotion and protection of human rights, such as the National Human Rights Centre, the Authorized Person for Human Rights (The Ombudsman). Strong efforts were required for their legal base, institutional establishment, identification, and bringing up new national talent to fill the human resource gap. Further development is needed to enhance legislation regulating their activities, improve procedural mechanisms, enhance knowledge and expertise of staff, improve technical and information resources, increase public awareness on rights and possibilities to properly utilize services of these institutions.
Objectives

The main objective of the project is to strengthen capacities of the national human rights institutions and relevant bodies to effectively fulfil their mandates for promotion and protection of human rights in Uzbekistan. The project focuses primarily on activities relating to human rights matters that form part of the mandate and day-to-day work of operational national human rights institutions, which would consequently improve the promotion and protection of human rights.

Achievements & expected results
• Information exchange is enhanced and work practices are improved through establishment of the information network among regional offices of the Ombudsman;
• Knowledge of the population, government officials, staff of human rights institutions, students, and media is increased through extensive training courses, seminars and workshops with involvement of national and international expertise; (Project held roundtable on legal clinic education, and roundtable for lawyers on civic procedures).
• Experience of the staff of national human rights institutions and relevant bodies is broadened through participation in study tours and events in the area of human rights and access to justice;
• Level of awareness of government officials, staff of human rights institutions and general population on issues related to human rights is increased.
