Promotion of ICT Units in Rural Areas to Foster Small and Micro Enterprise Development in Uzbekistan
There is a strong need to stimulate the development of a vibrant private sector capable to absorb the shocks of market reforsm. In order to address this issue, the UNDP and the State Property Committee started the Business Incubator Network Development (BIND) program in 1998. The main task of the program is to establish and devlop a country wide network of Business Incubators to provide organizational, technical, advisory, managerial and information support to start ups and existing small and private enterpreneurs.
- To strengthen technical and managerial capacity of the business-incubators in the Kashkadarya province and the Republic of Karakalpakstan by integrating ICT services into their present services and establishing ICT business units.
- Establishing of new ICT Unit on the basis of existing business-incubator in Bukhara.
- Strengthening of capacity of business incubators in Karshi and Bukhara through providing high quality services, development of new products and access to information to local entrepreneurs.
Achievements & expected results
Strengthened technical and managerial capacity of the business-incubators in the Kashkadarya province and the Republic of Karakalpakstan by integrating ICT services into their present scope of services and established ICT business units in Karshi, Nukus and Bukhara as complimentary departments of the existing business-incubators’ infrastructure. Public awareness campaign and mass media coverage was effectively carried out to promote public interest.
Partnerships with local government and civil society institutions were established in order to support ICT development in the Republic of Karakalpakstan and Kashkadarya provinces. These partnerships have secured ownership of the local authorities and community while provided opportunity to build on this success in the future in terms of achieving sustainable operations., In particular collaboration agreements were signed with the Territorial Department of the Chamber of Commerce, Association of dekhkan entities, Regional Department of the Ministry of Foreign Economic Affairs, Investments and Trade, Business Women Association, «Idrok» social-rights centre of women and youth, NGO «Fukarolik tahsabbusi», Karshi Agriculture College - aiming at facilitating provision of services to target beneficiaries and local communities. To facilitate job placement of unemployed young people in Karshi partnership agreements were signed with СНF International Project.
