Strengthening decision-making processes of the Ministry of Economy for better efficiency and effectiveness
Background

Despite a great need and commitment of the government to introduce e-government in their agencies, still there is a lack of strong technical infrastructure, highly skilled human resources in this area and favorable policy environment. Rapid introduction of ICT into central and local governance as required by public administration reform program carries a number of serious challenges. These challenges are associated with the need to carefully choose the appropriate e-government model that would be the most suitable for each particular government structure, test technological solutions and new processes, as well as develop human resources before making any substantial investments. One of the solutions to mitigate those risks would be implementation of pilot projects in concerned government agencies that could then demonstrate their achievements and promote further benefits of ICT and introduce if some elements of e-government, if not the full-scale projects.
One of such examples is the Ministry of Economy, that has come forward and decided to implement first of its kind pilot project on e-government in the country. The Ministry will conceptualize and implement reforms on ICT and particularly incorporate e-government both at central and regional levels. Ministry of Economy of the Republic of Uzbekistan is mainly responsible for development and provision of realization of forecasts and programs of socio-economic development of the country and coordination of the ministries and departments activities, which are part of the Economic complex of the Cabinet of Ministers of Republic of Uzbekistan.

Objectives

The overall objective of the project will be to strengthen the capacity of the Ministry of Economy to enhance its efficiency and effectiveness through introduction of e-government tools in the Ministry. To reach this objective, the project will facilitate the delivery of following main inputs:
(1) ICT infrastructure development
(2) Human resource capacity building and training
(3) Capacity-building for improved ICT policy environment (internal processes and procedures, guidelines for coordination and data sharing between departments).

Strengthened decision-making processes of the Ministry of Economy to perform more efficiently and effectively.
