Long Term Joint Capacity Building for AIDS Control in Central Asia
Background
An original UNAIDS Cosponsor, UNDP is the UN development network. UNDP works on the ground in 166 countries to build national capacity and assist countries in addressing challenges o development. The capacity of local institutions, particularly at government level, to implement and manage the systems being developed to address the issue of HIV/AIDS in Central Asia is as important as the development of policies and response mechanisms. Without implementation capacity, the actual impact of policies and mechanisms on the HIV/AIDS situation will at best be less substantial and at worse not be felt.
Within the implementation of different initiatives related to HIV/AIDS, be it through GFATM or others, the insufficient management and implementation capacity of different partners was identified. This is no different regarding regional CAAP project. Thus, this project will firstly build on the "Three Ones" principles (common framework, coordination and M&E) in the dimension of having one national multi-sectoral AIDS coordinating authority and secondly, build upon the activities already developed by UNDP with the national counterparts in this area. The present project aims at allowing for additional capacity building activities, within the overall frame of the regional CAAP project, which embraces the Three Ones principles.
Objectives
The overall aim of the project is to contribute to the attainment of the objectives of the regional CAAP project, through the strengthening of the government capacity in managing and implementing project activities.
Achievements & expected results
Output: RPMU is enabled to improve the decision making and coordination of response to HIV epidemic capacity of national counterparts, including Country Coordination Mechanism.
Activity Result 1: Quality of decision making process of Country Coordination Mechanism improved through provision of recommendations on monitoring and evaluation.
Activity Result 2: Access to HIV prevention, treatment, care and support services improved through financing of National initiatives through the small grants scheme of the Regional AIDS Fund.

BukharaRaising awareness of HIV infection among 26 256 migrants and their families in towns and districts of Bukhara region. Improve access to counseling of labor migrants and reduce the risk of HIV transmission for their family members by raising awareness of general practitioners and doctors on infectious diseases in the prevention and early diagnosis of HIV infection. Raising awareness on HIV and STI prevention in a group of internal migrants and their families in the Republic of Uzbekistan (the number of covered migrants 10000) through creating partners network and provision of consultations. Increase awareness of 16,000 labor migrants and their families for the prevention of HIV - infection by training Mahalla leaders.
AndijanImplementation of preventive measures among the 20,000 labor migrant and their families to raise awareness of HIV infection in 8 districts of the Andijan region.
