15/08/2012 : A new methodology for the planning and execution of the budget – is it applicable in Uzbekistan?
Result-oriented budgeting is a new approach in the planning and execution of the state budget, where budget performance is assessed not in terms of its execution, but in terms of achieving ultimate goals and results - said Botir Pardaev, Head of Treasury of the Ministry of Finance of the Republic of Uzbekistan at the opening of the seminar devoted to the result-oriented budgeting. – Applying this approach not only takes into account the “where”s and “what”s to be spent on the budget funds but rather what the end result will be obtained. more

03/08/2012 : Towards securing safe donor blood - a strong barrier to HIV infection
Millions of lives are saved each year through blood transfusions. According to WHO estimates, every third person at least once in his /her lifetime needs donor blood. At the same time, the HIV/AIDS epidemic has focused particular attention on the importance of preventing transfusion-transmitted infections as up to 3% of HIV infections worldwide are transmitted through the transfusion of contaminated blood and blood products. Therefore, ensuring donor blood safety is one of the key elements in preventing the spread of many blood-transmitted infections, including HIV. In this regard, the Republic of Uzbekistan adopted a number of legislative documents on improving donor blood services. more
30/07/2012 : Improvement of administrative procedures - a pledge of transparency and efficiency
Inconsistent regulation of administrative procedures, in which every agency sets its own "rules" for citizens and legal entities, lack of integrity and limited accountability are the main problems in reforming administrative procedures. These issues were discussed at a two-day training seminar in Tashkent and in Samarkand, organized by the Ministry of Justice of the Republic of Uzbekistan, the UNDP Office in Uzbekistan and Japan International Cooperation Agency (JICA) in Uzbekistan. more

"Justice delayed is justice denied" is an old but wise legal maxim that states if civil legal redress is available for a party that has a legitimate legal claim, but an enforceable judgment is not forthcoming in a timely manner, the effect is the same as having no redress at all. This is the principal rationale upon which a fundamental right to a speedy trial and the need for enhancing judicial capacity in the area of expediency and efficient resolution are generally based. more
20/07/2012 : Discussions on conserving biodiversity on the Ustyurt Plateu
The biodiversity of the area around lake of Sarykamysh is especially important in terms of biodiversity. "There are unique species of fauna that are important to conserve," – said Maxim Mitropolsky, an officer of Gosbiokontrol of the State Committee for Nature Protection of the Republic of Uzbekistan in his speech at the meeting dedicated to preliminary discussions of the findings of the expedition to the Ustyurt Plateau involving experts of the joint UNDP-GEF project “Mainstreaming Biodiversity into Uzbekistan’s Oil-and-Gas Sector Policies and Operations”. The meeting was attended by the members of expedition, the officers of UNDP, Gosbiokontrol, UNDP-GEF projects “Mainstreaming Biodiversity into Uzbekistan’s Oil-and-Gas Sector Policies and Operations” and “Strengthening Sustainability of the National Protected Area System by Focusing on Strictly Protected Areas”. more
20/07/2012 : Practical experience on sustainable pasture management
Issues related to pasture lands depletion and decreasing of their productivity become aggravated in the Republic of Uzbekistan during recent years. This is mainly caused by the processes of soil erosion and salinization, deforestation as well as decreasing desert pastures biological productivity. One of the effective measures to solve these issues is pasture lands improvement through development of phytomelioration, establishment of pasture protective zones, stimulation of feeding staff production and etc. Today experts have relevant experience in using modern approaches and methodology towards sustainable pasture management and those good practices should be widely disseminated on the territories subject to land degradation. more
